Defendant was charged with violating and aiding and abetting violations of the books-and-records and internal-accounting-controls provisions of the FCPA. He served as the chairman of Syncor International Corp. during a time period in which certain of its foreign subsidiaries, including Syncor Taiwan, allegedly paid hidden/illegal commissions and referral fees to doctors employed by hospitals under foreign government control.
